The Network of Local Governments Human Resources Managers in Africa (Local Africa HRnet) was created during the 2nd Edition of the African Forum of Territorial Managers and Training Institutes targeting Local Government in Africa, organized by United Cities and Local Governments of Africa (UCLG Africa) and its African Local Governments Academy (ALGA) in partnership with the Oriental Region Council and the Oriental Agency, April 26, 2018 in Saidia, Morocco.
The purpose of the Network is to bring together all local governments’ human resource Managers in Africa and to provide a space for professionalization, meeting, exchanging experiences and knowledge, sharing information and space of fraternization between the human resources Managers of African local governments.
In the framework of the implementation of its objectives and the reinforcement of the communication between its members, the network with the support of the Observatory of the Human Resources of Local Governments in Africa of UCLG Africa, puts in place a Bulletin of information on HRM at territorial level in Africa.
The implementation of this newsletter is part of the sustained efforts of UCLG Africa and its academy to improve the situation of HRM within decentralized territorial administrations in Africa. It will partially address the lack of information on HRM at local level in Africa by serving as a tool for dissemination and sharing experiences and various information in the field. In addition, the participation of HRM professionals and practitioners in thinking and producing knowledge about HRM could help to better understand and better manage HRM issues at local level in Africa. As key actors in HR management, confronted with diverse realities of practices, their opinions and understandings as well as the information they hold, prove to be very useful in understanding the practice of HRM at the local level in Africa.
