The valorization of Human Resources is the keystone of economic, social and environmental development according to the United Nations (UN). (Resolution adopted by the UNGA on December 20, 2017, 72/235 Human Resources Development). The African Vision 2063 states in its Aspiration 1 that the Continent’s Human Capital will be fully developed, as its most valuable resource.
The Decentralization process is facing several challenges and obstacles including that of human resources management (see conclusions of the 1st edition of the Report on the state of HRM in African Local Governments published during the Africities Summit 2018 as well as other similar reports). These challenges and issues have been exacerbated by the Covid-19 pandemic, during which, and despite all the challenges, the African Territorial Governments have been on all fronts to prevent and cope with this unprecedented health crisis.
It is within this framework that the ALGA Academy of UCLG Africa with its Partners organized a series of Sessions as part of the Hub “Development and Capacity Building”, throughout the Africities 9 Summit in connection with the upgrading and standardization of HRM at the level of Local Governments in Africa, particularly in terms of its challenges, issues, standards, training methodologies, Capacity Building and Peer Learning, trends and innovative practices.
GENERAL OBJECTIVE: Raise awareness and exchange with all stakeholders on the centrality of the upgrading and standardization of HRM at the level of local and regional public administrations in Africa as the key to success of Sustainable and Resilient Development in Africa, focusing on the main functions of HRM (Standards of excellence, skills development, performance management and evaluation, integration of diversity, social dialogue…).
The course of the HUB: The activity was divided into several Sessions, of two (2) or three (3) hours each, which was organized according to the guidelines defined by the Summit Organizers.
