The Observatory of Local Governments’ Human Resources in Africa is one of the four pillars on which the African Local Government Academy (ALGA) is based. Its main mission is to make available to all actors and stakeholders involved in the process of Decentralization, Local Governance and Local Development in Africa, on a continuous basis, information, analyzes, approaches and innovative and effective techniques for modernizing Human Resources Management and Local Governance. In this respect, the Observatory aims to be a monitoring, support and decision support platform for the management, enhancement, modernization and upgrading of Human Resources at the level of the Territorial Communities in Africa. It is also intended as a reservoir for the census and the promotion of HRM best practices at the local level.
In this sense, the Observatory carries out several activities, among which:
- Monitoring activities in order to continuously monitor the evolution of HRM practice in the Territorial Communities;
- The identification, promotion and dissemination of good practices in this area;
- Research activities based on evaluative and prospective studies with a view to proposing tools and approaches for the modernization of HRM systems at the level of the Territorial Communities;
- The organization of seminars on topics related to HRM at the local level;
- The Secretariat and the animation of the Network of Human Resources Managers of Local Governments in Africa;
- The coordination of the Quarterly Newsletter of the African Territorial Manager.
Cette publication, la Voix du Manager Local Africain, est mise en place par l’Observatoire des Ressources Humaines des Collectivités Territoriales dans le cadre de la valorisation du Capital Humain Africain engagé, impliqué, responsable et acteur de la Dynamique Locale en Afrique.
Il se veut aussi une fenêtre pour valoriser la fonction GRH et les Managers des ressources humaines dans les administrations territoriales.
Le bulletin est aussi un moyen de communication pour renforcer la visibilité des Ressources Humaines Locales, en leur offrant une tribune où elles peuvent présenter leurs missions, leurs métiers, leurs défis, leurs innovations et leur créativité. Elles peuvent également partager leurs opinions sur les diverses questions en lien avec la GRH au niveau de leurs administrations. En effet, la participation des professionnels et praticiens de la GRH dans les administrations territoriales aux réflexions et à la production de connaissances autour des métiers locaux dont celui de la GRH, constitue un élément important pour une meilleure compréhension et une meilleure prise en charge des problèmes liés à ces métiers.
Il permettra de pallier en partie à la carence d’informations sur les métiers des Collectivités Territoriales africaines en général, et sur la GRH au niveau local en particulier, tout en étant un outil de diffusion et de partages des expériences et informations diverses en la matière.
The Network of Human Resources Managers of Local Governments in Africa (Local Africa HRnet) was created during the 2nd Edition of the African Forum of Territorial Managers and Training Institutes targeting Territorial Communities, organized by United Cities and Local Governments of Africa (UCLG Africa) and its African Local Governments Academy (ALGA) in partnership with the Council of the Eastern Region and the Oriental Agency, April 25-26, 2018 in Saidia, Morocco.
The Network aims to bring together all the human resources managers of the Local Governments in Africa and to be a place for meeting, exchange of experiences and knowledge, information sharing and fraternization between them.
Like the other networks of territorial managers affiliated to UCLG Africa, the Secretariat of the Network is provided by UCLG Africa through the Observatory of Human Resources of Local Governments in Africa.
The publication of a report on the state of human resources of local authorities in Africa is part of UCLG Africa’s desire to continuously highlight the evolution of decentralization on the continent through publication of a set of reports on key aspects of the process. The publication of this report constitutes for UCLG Africa an important contribution to efforts of reflection carried out at the international, national and local level to improve the situation of the human resources of the territorial collectivities with a view to the modernization of the territorial administrations and the reinforcement of the processes of decentralization in Africa.
The report provides a regular overview on the human resources situation of local authorities throughout the continent by highlighting the main trends in the practice of HRM at the local level, good practices developed, the main constraints observed and proposes reform measures.
