THE STUDY TOUR ORGANIZED BY UCLG-AFRICA AND THE NATIONAL MUNICIPAL COUNCILS ASSOCIATION OF LIBYA FOR A DELEGATION OF MAYORS OF LIBYAN MUNICIPALITIES, Kingdom of Morocco, from 13 to 21 September 2019
Libyan Cities are facing a challenged, complex and difficult context where they need, now more than ever, support of all forms and at all levels in order to anchor stability and peace, to deal with their responsibilities for providing the basic services in the Country, and ensure resilient Libyan cities.
In this regard, on the occasion of the Africities 8 Summit, held in Marrakech, Morocco, from 20 to 24 November 2018, an important Delegation of Libyan Municipalities took part in the statutory meetings of UCLG-Africa, in the various scientific sessions, as well as visiting and holding interviews at the Organization’s Booth in the exhibition area.
During the 10th Meeting of the Euro-Mediterranean Regional and Local Assembly (ARLEM) held in the City of Seville, in Spain, in February 2019, the Nicosia Initiative was presented among the priorities of this Network, aiming to create an eco-system to benchmark, to promote the right to information, the citizen engagement and the place of the Civil Society as a key player, the culture, awareness raising, ethical behavior, transparency at local level, education, cooperation among peers and regions, etc… We need to recall that “Nicosia Initiative is the European Committee of the Region’s capacity-building project that aimed at strengthening Libyan Local Authorities. With the Financial support of the Public Administration Facility, it matches the needs of Lybian Municipalities with support available from European Cities and Regions. It aims also to improve the living conditions of Libyan citizens, by strengthening public services and administrative capacity at the local level” (Flyer of the European Committee of the Regions on the Nicosia Initiative). On this same occasion, another important meeting was organized by the Nicosia Initiative during which the Secretary General of UCLG-Africa, Mr Jean Pierre Elong Mbassi extended an official invitation to the National League of Libyan Cities to visit the Headquarters of this Organization, in Morocco, Rabat.
Based on the agreement of UCLG-Africa and the National League of Libyan Cities, it was decided to organize a Study Tour to Morocco for a Libyan Delegation of Mayors leaded by the Honorable President of the National League of the Municipal Councils, and composed by the Mayors of the Cities of Zlitne, Zintan, Azawya Sud, Al Bawaniss, and Daraj.
