The African Local Governments Academy(ALGA) who stands “For an Effective Local Africa”, is the UCLG-Africa Strategic Lever for investing in the Human Capital of the Local Governements in Africa, through learning, training, capacity-building, for the upgrading of Local Public Administration, for the modernization of the Human Resource Management at the local level, and for the promotion of the Standards of Excellence in Training and
Capacity Building targeting the Local Governements in Africa.
2009-2019: More than 10 years have lapsed, since the UCLG-Africa Members, Ministers in charge of Decentralization and Local Governance has adopted, based on an initiative of the Kingdom of Morocco, a Resolution at the end of the Africities Summit V, held in in 2009 in Marrakech, Morocco, inviting to the creation of a Center of excellence for empowerment, capacity building and training. The Observatory of Local Governments’ Human Resources in Africa is one of the four pillars on which the African Local Government Academy (ALGA) is based. Its main mission is to make available to all actors and stakeholders involved in the process of Decentralization, Local Governance and Local Development in Africa, on a continuous basis, information, analyzes, approaches and innovative and effective techniques for modernizing Human Resources Management and Local Governance.
In this respect, the Observatory aims to be a monitoring, support and decision support platform for the management, enhancement, modernization and upgrading of Human Resources at the level of the Territorial Communities in Africa. It is also intended as a reservoir for the census and the promotion of HRM best practices at the local level.
